Since 2000 Norse Commercial Services Ltd (formally Norfolk County Services Ltd) has pioneered the concept of Partnership working with lcoal authorities, to increase cost efficiency and best practice compliance in service delivery across the East of England.

The formation of jointly owned operating subsidiaries replaces traditional client/contractor relationships, leading to strategic partnerships that generate operating surpluses for the benefit of both parties.

Performance measurements and monitoring ensure trust and transparency throughout the operation and maintain the standards of best practice and the service levels required.

Unlike traditional contractor service provision, under the partnership agreement between Suffolk Coastal District Council (SCDC), Norfolk County Council and Norse, Norse is responsible for both the strategic policy formation, and for quality service delivery in conjunction with its partners.

Financial savings are achieved through lower central support costs, procurement and vehicle operation and insurance costs. The formation of SCS as a separate limited company also increased the freedom to trade more openly, delivering SCDC an annual profit percentage return from SCS.
